Who's behind it

mocupo is a contract-lead service for companies that sell to the public sector and to private clients in Spain: every Spanish public tender in one search and, before the notice is published, the signs that a contract is coming. It also brings together tenders and contract awards from other European countries.

Who runs it

mocupo was created and is run by Pablo Cañardo Cervera, from Girona (Spain), through his company, Upalup AI, S.L. It has been running since September 2026. The weekly reports are prepared by a person, using what mocupo collects for each client's region and trade.

Where the data comes from

Spanish tenders come from the Public Sector Procurement Platform (Spain's Ministry of Finance) and the regional platforms, reused under their open data terms. What comes before the notice is drawn from public sources: minutes and videos of council meetings, permits, projects being drafted, local press, job ads and company websites. Tenders and contract awards from other European countries come from TED (the supplement to the Official Journal of the EU) and each country's national procurement portal.
